Transport Corporation rises on real estate plans

TRANSPORT CORPORATION OF INDIA rose 3.36 per cent to Rs 83.00 on reports that the company was planning to venture into real estate and have a pan –India presence in the sector. The company has 200 properties across the country, which can be utilized for residential and commercial projects. The company also intends to increase its existing warehousing facilities from 7.5 million square feet (msf) to 12.5 msf in 2-3 years. The stock made a 52-week high of Rs 185 on January 1 and a 52-week low of Rs 71 on March 24.

Realtors allowed to build taller buildings in Delhi’s slum areas

THE government will incentivise builders for redeveloping the Capital’s old markets and slums. Real estate companies can now build taller structures while remodelling shopping centres and slums as government would enhance the floor area ratio (FAR) for undertaking such projects.

 

      They can avail up to an FAR of 4 if they go in for redevelopment of markets like Sarojini Nagar and Karol Bagh, an official in urban development ministry said. The government would also allow the developers 20% of the FAR for individual use. The redevelopment schemes for Delhi have been incorporated in the Master Plan 2021.

 

  “The Master Plan would allow redevelopment provided the builders secure approvals for their building plans. Higher FAR will, however, not be permissible in redevelopment of Lutyens Bungalow Zone, Civil Lines Bungalows Area and monument regulated Zone,” a senior urban development ministry official said.

 

  Apart from re-development of Karol Bagh and Sarojini Nagar, many other shoppong arcades and centres would be remodeled on the similar lines. This include Nehru Place, Rajendra Place, Bhikaji Cama Place, Janakpuri, Laxmi Nagar, Shivaji Place (Raja Garden), Jhandewalan, Netaji Subhash Place (Wazirpur), Saket, Manglam Place (Rohini).

 

  In slum-redevelopment plan of the capital, the developers would be allowed to build houses for the slum dwellers and in return get a portion of the total space for development which they can sell at market rates. They will avail higher FAR and thus book higher margins in these projects. Delhi has around 900 slum clusters housing almost a fifth of its population. The initiative to redevelop 30 clusters is a major task for the government and urban development ministry. This is the first time the Delhi government is set to involve private developers in these projects. Several real estate firms, including India’s largest real estate development projects and are waiting for the government’s nod.

 

  The slum redevelopment projects in the capital will be on the lines of similar projects being undertaken in Mumbai’s Dharavi or other slum areas.

UN, MITTALS TO SET UP MILLENNIUM VILLAGE IN AMARPURA

After Africa and other third world nations, the United Nations (UN) has now chosen India to set up its dream village. UN, in collaboration with Mohanlal Mittal-led Gita Mittal Foundation (GMF), aims to establish a millennium village in Amarpura-a small village in Rajgarh district of Rajasthan-which would require investments of close to $15-20 million over five years. The idea is to fulfil the basic needs of infrastructure, health, education and employment for the local population.

  

Mr Mittal’s three sons-LN Mittal, owner of the world’s largest steel firm Arcelor Mittal, and Pramod and Vinod, promoters of Ispat Industries-would be primarily involved in the funding process. The association is now awaiting final nod from the state government and is slated to begin work on the project by this year-end.

  

The project is structured around the millennium development goals that the UN laid out in 2000 as part of an ambitious plan to reduce global poverty. The concept of millennium villages is the brainchild of economist Jeffrey Sachs, who is also a special advisor to the UN secretary-general. So far, UN has helped corporates build over 100 such villages globally.

Besides, GMF is planning to set up 32 centres of excellence across Rajasthan with an investment of close to Rs 100 crore over a period of 3-4 years to help students become employable. The foundation has tied up with the Indian Institute of Management, Ahmedabad, (IIMA) for the same. While Mittal brothers would set up the infrastructure, faculty and curriculum would be taken care of by IIMA.

  

These centres would offer various short-term subsidised post-graduate courses, primarily related to accounts, finance and personality development. The first centre would come up in Churu district of Rajasthan. Under the first batch, the foundation aims to enroll at least 500 students.

Govt Attempts To Revive Indisposed PSUs By Selling Surplus Land

 

 

SURPLUS land breathes life into ailing public sector units (PSUs). The government is considering proposals from PSUs to sell 1,300 acres in various states, worth several thousand crores of rupees, and use the proceeds to revive business. The companies which want to encash their surplus land include Heavy Engineering Corp (HEC) of Ranchi with 894 acre, Hindustan Photo Films with 150 acre in Tamil Nadu, National Textiles Corp with 130 acre of which 93 acre is in Mumbai, HMT with 30 acre in Bangalore and ITI with land in several states.

                                        

  Some PSUs like HMT Chinar owning land in tourist centres are looking at JVs to ser up hotels and resorts. “There is surplus land available with the PSUs. This can be put to commercial use and the money raised can be used to revive the companies,” a department of disinvestment (DoD) official said.

 

  Earlier, the Board for Reconstruction of Public Sector Enterprises (BRPSE) had suggested that ailing PSUs can use some surplus land for real estate development. The proposal was stalled because of opposition from the Left parties. The government is reconsidering the proposal since the UPA does not depend on Left support now.

 

  BRPSE had identified PSUs like Ranchi-based HEC, ITI of Bangalore, HMT, Hindustan Photo Films, National Textiles Corp and Fertilisers & Chemicals Travancore (FACT) which own surplus land available for disposal. “Sick PSUs have to realise the days of cheap loans from the government are over, and they need to explore all options for revival,” BRPSE chairman Nitish Sengupta said.

 

  Earlier, there were plans for a uniform policy on sale of surplus land by PSUs. “It’s now felt it should be left to the PSU and the government,” a DoD official said.

FLOUTING OF EWS NORMS COULD LAND BUILDERS IN TROUNBLE

Builders would face hefty fines if they do not set aside 15% space in their housing projects for the economically weaker sections (EWS). The ministry of housing has asked states to crack down on developers who violate EWS reservation.
